The formula is: MOV = total points scored / (total scored + total allowed).
Forfeits are recorded as 1-0 wins. "Double forfeits" count as 1-0 losses for both teams involved.
The Colley Matrix system has been used by the Bowl Championship Series since 2001. The C source code for this endeavor was provided to me by David Wilson of the University of Wisconsin.
